How to find the owner of a flat???

So, how (in Scotland) can I go about finding the registered owner of a flat?
I live in a four-in-a-block, upstairs and a while ago I was made aware of an issue with the water waste pipe running from the roof to the gutter. It's old cast iron, rusted terrible and a giant crack is running the length of it. Water is leaking terrible. I don't know a lot about house maintenance but obv that ain't good. I'm worried about it damaging our property but also about the cost of fixing it. I don't have a lot of savings to fix it and it's shared between the two flats on thus side so I shouldn't have to pay all of it anyway.
Now, you'd assume in the short time I have lived here, I'd have met my downstairs neighbours and I have. Once. Turns out he owns it but doesn't live there the majority of the time (weird but explains a lot) and in recent months, a young man (a relative i think) occasionally stays over. I rarely see my neighbours to speak to them, despite our front doors being next to each other! I've tried knocking then putting a letter through the door explaining the issues and heard nothing back so far.
The leaks getting worse, its been like three months, I've been struggling with other health concerns and I just don't know what to do next?!
Any advice on how to contact the owner? Or even how I go about fixing the pipe?

 Well in England you can find out the owner from the Land Registry for a nominal fee. I assume there will be a similar facility in Scotland.MsPennyMinder said:Hi
