Hello Experts,

I have received a PCN on Portland Road, Kingston which is only for parking permit holders. Could someone advise if it can be represented.

    Who sent the PCN; a council or an unregulated private parking company?

    If the former, visit pepipoo.com as they are the police and council motoring experts. You will need to sign up with a non-hotmail email address then read the FAQs before posting both sides of your redacted PCN with your quert.

    If the latter, read the sticky Announcement for NEWBIES then enact Plan A, a complaint from the keeper/hirer to the landowner and their MP.
    If that fails, then appeal using the template in blue text from the NEWBIES.

    If this is Portland Road in Kingston upon Thames then it is a council ticket, so pepipoo is the best place to get help for this.

    Sounds like Local Authority?  PENALTY Charge?  Not a scam private parking charge?

    We generally defer to pepipoo forum who have a greater depth of knowledge on the former  (Council penalties).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
