Even 30+ years ago the Dutch were so (uniquely) joined up technically that if you had an unpaid parking or speeding violation Schiphol immigration wouldn't let you depart until you paid it. Whether such would be the case with Spain today, I couldn't say.

It's the equivalent to a NIP in the UK. The police have contacted the hire company, they've given details of the driver, they've then contacted you.

In my experience, which excludes any Spanish driving offences, speeding fines in Europe are issued by the local police authority, as in UK. However in Spain it may be centralised, perhaps specifically when the driver is foreign.The hire firm itself would not be involved in issuing penalties and collecting fines, they are contacted by the police authority who detected the violation with a request to identify the driver, information which they supply and then bill the driver for this service. Once again, have you received any such service charge..?In addition, what methods of payment are provided..?Evolution, not revolution0

Jamielee Fielding had just arrived on the Spanish island for a family holiday on August 19 when she was arrested at the airport for not paying two fines totaling 420 Euros on a previous visit in September last year.
Ms Fielding, from West Lothian, Scotland, was deemed a fugitive, taken to a prison, and later sentenced to four months in jail, which she is now serving.
