Which makes sense because otherwise it would be a 5-grand-plus annual tax on anyone who lived in the zone and simply owned a non exempt vehicle, whether they used it or not.
I don't think there are any exempt vehicles for congestion charge.
When the congestion charge was proposed many years ago, the recovery industry lobbied for an exemption for breakdown vehicles.

The civil servants agreed that we were part of the solution, not the problem, but the mayor had committed to having no exemptions at all.

We didn't get an exemption, but eventually won  a 100% discount. Sir Humphrey would have been proud.

These days there are quite a lot of other exemptions and discounts, e.g. residents, blue badge holders, minibuses., taxis, etc.
    Aaah - OK.

At the beginning there was an exemption for EV's, so I was thinking in the context of "normal" cars when commenting.
There is a Cleaner vehicle discount for EV. £10 annual fee 100% discount
    This will end Christmas 2025

We are planning to travel to London on a Saturday soon. We will get there by 9am, and be parking in the National Theatre car park (within the charge zone).  We will leave after 6pm.

Am I able to avoid the charge because I'm not actually driving during the charge period, or am I charged by being in the congestion zone during the charge period?  I'm guessing I'd be OK but would be happier hearing from somone who knows for definite !
If you’re intending to use the car park by the National Theatre, could you perhaps consider parking outside the cc zone and getting a train into Waterloo?

No longer available to new registrants.
Having acquired a TM3 a week ago, I have enquired recently.

    Did you try on-line?

Only asking as nothing I could see on the website states it's closed to new registrants.

I used the "check your vehicle" tool.  It identified the car and ULEZ compliant but then said CC applies and no discounts.

As the vehicle needs to be registered to have the discount  and as your car isn't registered, it is showing the charge.
If you do register it, then maybe then the charge will show as £0

    Just a guess

Many people park outside the charge zone now and just walk or use public transport, Parking companies are catching on to this and raising prices. I park outside a reletives house and grab the bus, much cheaper.

I leaned a while back that if I want to go into London it's better to park on the outskirts and get the tube.  Driving in London is a nightmare.
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.

Thats strange as helped a friend apply 2 weeks ago, Mini cab driver with an MG5.
Plus 2 other friend via the blue badge exemption, 5 cars in total.
7 if you count I did mine 8 weeks ago.
First you need a TFL account, maybe thats why Its not showing.

Thanks for all responses.   I've now had confirmation from TfL that the charge applies if you drive AND/OR park on a public road during operational hours.  Parking in a car park, or in a private parking bay is not chargeable.
