Fforestfach Retail Park Swansea - GroupNexus / CP Plus - "Date of Issue" not actual date of issue

Letter (see link here) received from GroupNexus to registered keeper for overstaying 3 hour limit. Probably accurate but was working from coffee shops at the retail park - so:
1. Complaint to managing agents (Savills) likely to be worthwhile? If so, what is best contact method? Also worth trying Caffe Nero / Costa (again, who is best contact) or do they have little sway? Have credit card transactions showing three purchases on the date at those branches (though not times).
2. Date of Issue on letter stated as 15 June (following alleged incident on 6 June) - but not received by keeper until 3 July. No other clues on envelope etc of actual posting date. How safe is the keeper in relying on their testimony of when they received the letter? Can keeper find out (e.g. through SAR to DVLA) when their details were issued?
3. Aware of recent Welsh case re. requirement for bilingual communication (and certainly no Welsh on signage or in letter) - worth an argument? Anybody know what the legal basis was, as I can't find immediately anything statutory beyond court procedure having to be offered in Welsh.
4. Also have seen previous thread about quirk here of "general" car park and Tesco car park being joined up but having different parking rules/management, so may try that argument.

Plan A is always worth pursuing.
However (and I apologise if I'm wrong) if you search this forum using the words Group Nexus, there may be an easier route to follow....1 -
