Is there an energy provider that doesn't penalise me with higher charges for monthly PAYG?

Are any of the comparison sites back up and running to help people in this situation find deals and switch?
Probably not, as most of the new fixed deals are only being offered to existing customers. You might well ask why this is the case? My assessment is that it is cheaper to offer an existing customer a £40 saving than pay a third-party £50 for a new customer. Moreover, we don’t have new market entrants pricing low to increase their customer base.

As Ofgem is now trying to close the proverbial ‘stable door’ by requiring suppliers to strengthen their financial resilience, I think market competition is going to be slow to return.

Re my comment cf prepay vs dd.

The gap is not as clear cut given the fuss over prepay rip offs.

    https://www.gov.uk/government/publications/energy-price-guarantee-regional-rates/energy-price-guarantee-prepayment-meters-regional-rates-july-to-september-2023

Says electric sc and rates balance so no help this quarter via epg.

A quick sr comparison with EDF as easily available shows sc in some regions 5p more, unit rates c1p less - so again a really low user could lose out still.

But in some regions a high night user on e7 could save upto 2 p off peak (EM over)  - say a mains to battery charger owner.

But like many things with e7nhighly regional - in some its more expensive.

And on govt site that gas only applied to unit rates.

So whether low users truly benefit overall ????
