BW Legal britannia parking group ltd payment recovery letter

Hi all,
My partner (again) has received a letter asking for payment for a parking fine.
This is from 12 February 2018, he has no recollection of what the ticket was for, or even the location of the contravention.
It is from BW Legal saying they have made several efforts to reach him (to be honest they could have but he would most likely have thrown these letters away and ignored them) the client is Britannia Parking Ltd and it says the balance is for £145, however further down the letter it states that if he pays by 6th August then it will go down to £72.50 (im wondering how small the original fine was for if this is the case)
He no longer owns the vehicle on the letter, and hasnt done so for 2 years.
What would be the next steps in this? or is it best just to pay the revised amount and be done with it?

I see they are claiming for Britannia Parking Ltd and a 2018 ticket
You need a photo of the signs in operation at the time the ticket was issued.
Britannia go under different entity names
Britannia around that time period used different names on the signs
As an example, if the signs said ......BRIT PARK LTD (02545086)
and if they are using a different entity to claim such as with youBRITANNIA PARKING LIMITED (03175808)

Ask Britannia for pictures of the signs. If you send them a SAR they should at least send you a copy of the parking ticket and the same rule applies about the ENTITY
They cannot claim that current signs are applicable, they are NOT. Must be from the date of the parking ticket in 20182 -

Thanks in advance for your helpPlease show is a photo of that letter as I want to show the DLIHC what BW Legal are doing (a good thing in some ways).
This sort of 'lower than the PCN' debt recovery harks back to the way DRPlus used to offer to settle at £88 about 6 years ago before they all price-fixed a false £60/£70 add-on.
This shows it can be done! No arguments. I'd go as far as to call it a breath of fresh air.
This is how all other trades operate their debt recovery - recovering in bulk, a percentage in the pound.
No other trade adds money. The FCA prevents it in other 'regulated' debt.
Please show us a photo of the letter (cover your ID) as this is useful evidence.
NB: I AM NOT SAYING TO PAY!
You need to know that July is an important time for a private parking announcement from the DLUHC that you can use in your court defence, hence why you need to reply NOW.
You must respond to the LBC to kick the can down the road into August, by saying you are seeking debt advice and have been advised to look at the imminent DLUHC Impact Assessment (due July) which will affect the sums claimed.
Let them know you know the score!

I realise there has been a massive delay in this as i have only just found the comment.
We haven't had anything from them since this letter and i was reading elsewhere that after 5/6 years (cant remember which) they can no longer pursue a claim???
Here is the letter with the £72.50 offer. Were they just trying their luck do you think??

That letter is almost a year old. Unless you've already been issued a county court claim for a parking charge that is over 6 yeas old, then you are off the hook.
Just to clarify, have you changed address since receiving that letter and not informed them of your new address? If you have and didn't, have you checked your credit score recently?2 -
I had only put this up as someone had asked to see the letter asking for the £70 odd no we havent changed address and no county court claim has come through for it.
