Not 100% but think you're still liable, they're assuming the card is your dad's or that whoever it is has authorised it for payment once and they can use it again. Ring your credit card company and explain the situation, tell them you're not your dad (i.e. won't pay his debt) and haven't authorised it, would also contact the insurance company too and tell them it's your card not your dads. HTH.2p off is still 2p off!0

To be honest I don't know the legalities, but my feeling is that you are not liable.
If I undestand correctly you paid for the 2nd insurance policy but they have taken money for a debt on the 1st insurance policy for which you were not the payer or policyholder.
In which case I would contact your credit card company and say an unauthorised payment has been taken on the card and ask for a refund.
You might want to speak to CAB or similar to check your rights.
Of course the simplest would be if your father did the right thing and refunded you then everybody would be happy. At the least he should not have been so foolish as to try and take a policy out with a company he owed money to.0
