Shared water pipes

I live I an end terraced Victorian cottage and found a flood in the basement from a leak in a galvanised pipe before my internal stopcock. I had to turn off the water at the main in the road- imagine my horror when this affected 12 other properties. SW water were no help in helping me to sort. Eventually managed to find a contractor who has set up a temporary supply overground. I understand that all properties having water supply through our shared pipe have a legal responsibility to share the cost of replacement pipe back to the main as totally corroded and unable to make a join. How do I go about asking each of them? Sure there will be some who refuse. As an OAP I feel totally alone and don’t know where to turn. Not covered on house insurance and is our responsibility and not the water boards. Any helpful suggestions gratefully received
