Parking charge reminder received without initial charge

I stopped at a motorway service station on a very long drive home in 26th May. I didn't notice the parking charges sign behind the 2 filter lanes signs partly due to an altercation with another driver accusing me of parking on the, motorway (I did not and was simply thrown by the filter lanes with so many signs to take on board as to which lane to go). So went and parked up for 2hr 25 (free parking having checked on google street view for the entrance to the car park is 2 hours - i can't read the entire sign and don't know how you could as you enter the car park so as not to obstruct others - there was a queue forming behind me).
ANPR shows my car.
The letter states I was sent a charge on the 5th of June - I didn't receive any letter. It states I was given 14days to pay the reduced charge - I don't know what the reduced rate would have been. I now have an outstanding amount dated 22nd June but it only arrived today 30th June. Where do I stand?

    You are still in time to bung in the template appeal today.  Obviously the one in the sticky thread.

    Then next week, email & complain to the manager of the Welcome Break (they all have a webpage and contact details). Some of their Managers are happy to just cancel PCNs.

    But do the appeal first as the clock is ticking.

    DO NOT write about the story of what happened & who was driving. To stop people doing that, we have a template appeal.

    Reduced rate was £60 but you don't PAY.

    CP Plus is the company issuing the letter. It was moto southwaite north service station. From streetview, looks like you could only pay for the parking over the phone. I read the newbies thread but it's the fact I wasn't sent an initial letter.

    It's not about that, in fact.

    You need to appeal TODAY while the option still shows. Do not write about who was driving but you COULD add that no PCN was ever received so you wish to complain about that and report it to the BPA, because not sending a PCN can be a scam pattern to rinse more money from motorists.

    Then do the complaint to the services.  Did you also get petrol there within the time spent? If so, that's not 'parking'.

    I literally parked up - had an online meeting and left.
    I have a tick box exercise to proceed

    Managed to avoid the tick box but there's a form...
    But there's a drop down menu for reason; "other", "extenuating circumstances" or "not aware of the T's and C's" (and others that definitely aren't relevant)...
    Looks like you can't just copy and paste the template appeal althought that can go in the details box

    Got this when I submitted and it won't let me get to any of the pages again. Presumably because it's after 1700?

    Might just mean you took too long.

    You just tick this one and DO NOT name the driver:

    "Tick here to confirm that you were not the driver or that the PCN you have received contains incorrect information".

    No-one on here has ever said they can't copy & paste the template appeal into CP Plus' website. This is nothing new; people do this without issues so I think, try again.

    I tried again to do the appeal after that "error" and it said that it had already been put in place. I've not had another reminder through costing more
