After finding phone not working yesterday, saw a guy up the telegraph pole, removing the round white things and my cable. Then 'caught' him hanging over the garden.
Presumably some sort of new cable from pole to house, but no communication of any sort.

You saw him after your phone wasn't working? Is it working now? If yes, he was repairing a fault. If no, he was trying to repair a fault but was unsuccessful. Other scenarios are possible.
Tall, dark & handsome. Well two out of three ain't bad.

What do Openreach need to communicate with you for? They own the pole (or the lines to the pole anyway), so if they want to to send somebody to take something off the pole that's up to them.

I dare say 99% of all phone line faults happen outside the home and can be fixed without needing to tell anybody.  Anyway you should get the update from your ISP, not somebody hanging around on the pole.

Thanks for comments. Don't think there'll be an answer here.
I asked the 'unmarked' Guy, he said 'Have a nice day'. Mine and 2 neighbours' cables were 'changed'. There had been no fault, the phone was out of service for 3 hours,  so I did expect to have been informed.
