Is it possible to withdraw money over the counter?  Usually the cashiers insist you use the cash machines and I've even heard of certain banks charging to withdraw cash from the counter.

Which banks charge?

I have withdrawn at a counter recently - they certainly try and push you towards the machines, but if you say you’re really uncomfortable using them (solely due to my concerns that something will go wrong), they do it at the counter (if it exists).
