CPM tickets for parking in my own parking space , apparently unable to appeal

I have lived in a block of flats for 32 years and have a valid permit for the space ,,, CPM Lancing have placed 4 tickest on my car on consecutive days and when I appealed they rejected me ,, The Housing association has contacted CPM on my behalf but they have been ignored ,,I was taken to hospital with a heart attack and it seems that my permit had fallen off my windscreen as my brother found it in the footwell ,, I was in hosptal for over 5 weeks ,, so my brother moved my car to a disabled bay using my blues badge near my flat as CPM were going to ticket it again ????I have asked for a replacemt permit as my current one no longer sticks and is damaged but CPM are not answering ???
Now that CPM have rejected my appeals they want £460 ???? or they will take me to court ???? CPM then sent me a link to Independent Parking appreals service but they dont work and I have been unable to lodge any appeals ,, ARE THEY FOR REAL??? went to citizens advice who said that i should challenge them in Court as they are behaving outside of the law ,,, My housing asociation have a contract with CPM and are on my side but CPM dont seem to care .
I am now recovering from serious heart surgery and cant even use my car at present but cant use my own designated parking space due to CPM
what should I do ???

If you have lived there for 32years, then why do you need to get permission to use the space all of a sudden?
It's this your own space?
How long have you been using it?
What does your lease/rental/freehold etc say about the space?
Who imposed the permit scheme?
Was there a ballot of residents prior to any permit scheme, if so when was it carried out?
Do you need a permit to flush the lavatory after 10pm? If no, then why do you need a permit from a third party to use part of your property for it's intended purpose.From the Plain Language Commission:

Thoughts:
- The parking company know the car and know it has a permit, but they are just ticketing it on a technicality of their own making.
- The permit sticker has failed, so arguably what they've supplied is not fit for purpose, but you can put it on the dashboard with a clothes peg (not covering any info) pending getting the replacement.
- Is the parking space stated in the rental agreement?
- The right to park there goes back 30+ years - does that pre-date the parking company's contract?
It'd be interesting to see how they think would win a court case.

The key thing here is what the rental/lease/freehold etc says.
If the paperwork says the space is part of the property then this usually overides any permit, or signs erected by or for the parking companyFrom the Plain Language Commission:

This is one for your MP to take up the complaints with the HA and UKCPM and the IPC Trade Body (all three) on your behalf.
DO NOT PAY EVEN WHEN THEY THREATEN COURT.
Come back here if you get a court claim as we will help you defend it successfully. We do this every day! You can't ignore a court claim form but DO ignore the nasty 'threatograms'.

sorry for my delayed reply i have been in Hospital again ,, the parking scheme permits were introduced 2 years ago by Housing association , Due to some people abusing the buildings private car park , i was given the permit as along term resident ,,there is nothing in my tenantcy or lease about it , as previously we were allowed to park anywhere in the underground garage ,, Now we must show the permit ,,There was no ballot it was just imposed by Housing association and CPMAs I was in Hospital there are now 5 tickets and seems more may arrive from CPM , the car was moved outside to a disabled bay in the street by my Brother ,, ,We have spoken with the housing association who have spoken with CPM and suggested I get issued with a replacement Permit,CPM are NOT replying and have not issued me with a replacement permit so my car is still outside on a Disabled bay .. I have been told by a neighbour that I may have to pay for replacement permit ??? but also i will not get it until I pay their charges .I still cannot get any access to IAS website which seems a total scam , or does not actually exist ???So the current situation is I now have 5 tickets with possibly more coming a sympathetic , housing association office that has no control over CPM . and possible court action ,, The reasons for my hospital stays have been , a mental breakdown , a heart attack and a suicide attempt,, Im not in a good place and will be undergoing further treatmentsso what should I do ,, I have No way of dealing with CPM they dont answer emails or phone ,should I engage legal expert or wait ??? This is a ridiculous situation that is not helping my health issues ,, I will be able to drive my car again in a few weeks but i want to be able to park in the garage0

CPM are playing a dodgy game by not replying. If it went to court, a judge will not be impressed by their ignorance,
And your neighbour ..... they may make a charge for a new permit which can only be penny's. Holding you to ransom would not be legal and again, a judge would take a dim view
CPM are known money scammers and the Housing association who employed them should tell them what to do, not other way around

I'm going to add something perhaps usefull, 32 years is a bit longer than 20 years. Some might say a lot longer. I just don't recall feeling much older at 32 than I did at 20. Athough that was a long time ago.Over those 32 (perhaps minus 2) years you have enjoyed the right to park without any interference. Then 2 years ago a private parking company tools up, issues permits and waits for the inevitable. One falls off the dash board, or is misplaced, or (don't discount this) a photo can be taken from an odd angle to suggest said permit was not on display.But none of this matters, you had the (long established) right to park and that right did not include the obligation to display a permit. A status postion which existed for at least 30 years. In my humble opinion this time frame grants you an easment, the right to continue doing that which you have done without challenge for over 30 years.Even if I'm incorrect, the change in rules can not be imposed without a change in your tenancty agreement. Did that happen? did you agree to a change?Either way, THIS IS A SCAMThe housing association are breaching your legal rights - make it clear to them, it is they who are responsible for the actions of thier agents and it is they who are breaching the tenancy contract that you have held with them for in exess of 30 years. This is known as derogation of grant, taking away with one hand that given with another.That's not allowed, it's actionable at law - that is - it's illegal.Meanwhile CPM don't care, they just want your money.

I’ve been back and re read your post and am sorry to see your health issues, both the physical and mental. Those twins weaken you and make you potentially vulnerable. That concerns me.
Only this week I have had to intervene on a mental health issue of an employee with one of my clients. I’m an accountant, not HR, but I know how important it is to make reasonable adjustments. I saw how my client (both the shareholders and directors) were getting it wrong re treating an employee fairly, having due regard to their emotional circumstances. A rather robust exchange of emails after 10pm 2 nights ago led to a semi resolution, I still have work to do but initial crisis avoided.
In your case you appear to need support, do you have access to that? Family, friends?
Putting it another way, are we your last resort? Worry not if we are, but we need to know. And I for one would be happy to do what I can. I hate with a passion the scammers infesting residential parking estates.
