Meter displayed message “You do not need to pay for parking”

I attended Barnet Hospital on Sunday 18th June 2023, upon leaving 32 minutes later I attempted tp pay the £2.00 charge, however, the meter displayed the message “You do not need to pay for parking” when I typed my Reg number in and would not accept the coins. (I do have a photo of the message but it is not very clear due to the sun) I attempted to pay 2 more times (just in case) but the same message appeared on both occasions.
I have now received a PCN from Parkingeye for a parking charge amount of £100.00. 
Has anyone else experienced this? If so did you successfully appeal?

    What was the reason for the PCN being issued? Don't just assume it was for an overstay/non-payment.

    Plan A is always a complain to the landowner, in this case to PALS and/or the head of the hospital trust. Include a copy of the message.

    Remind them of the UK Government's policy regarding parking at hospitals.

    Plan B will be an appeal to PE using a template in blue text you will find in the sticky Announcement for NEWBIES. Include a one liner that there was no breach of Ts and Cs as no payment was required, and include the photo of the message on the payment machine.
    Include a complaint that therefore they unlawfully obtained and processed the keeper's personal data.

    You should also complain to the BPA that their member has unlawfully obtained and processed the keeper's personal data.

    Make the same complain to the DVLA and the DVLA KADOE team. 

    You have to complain to PE before you can complain to the BPA and DVLA. Include the phot you took each time.

    PE don't usually use PoFA for hospital car parks so no admitting who was driving.
