Neighbour with dementia potentially scammed by locksmiths

My neighbour is an elderly woman who is adamant she is being burgled, we suspected she may have dementia as we were pretty confident no one has been in her home. She asked me to arrange a locksmith to change to locks several times until I gave in and thought at least she can have piece of mind and I can reassure her the locks have been changed.
The company told me on the phone it will be £45 for call out and £45 per hour to change one lock. The following day her son knocks on the door as informs me the locksmith charged £1000 to change the lock and that she does in fact have dementia. I called the company straight away and it sounded like a women at home with her children, said she will pass the info on to the MD and get back to me. So far no one has got in touch and I’m not really expecting them too either. This seems extortionate and I feel they have scammed her due to her vulnerability.
Firstly, is this quote fair? if not, what are the options to recover the money? I feel terrible for her.
