I think I've got the term right
There is a cheeky little girl who stands and peers and waves through the window of a friends new flat, we've tried chasing her on a number of occasions but it makes the intrusion worse and the mother is no help. We want to stop this intrusion!
I've heard of translucent blinds, blinds that will let daylight in but keep prying eyes out. Have I got that right or are there other options?
When I visited my local store they tried to sell me a complete blind but as she has just moved in permanent blinds are not on the top of the list. Anyone know of an online retailer who will cut to order.

Day and Night blinds (like Zebra blinds) should work. You can switch them to blackout at night, but in the day you can do privacy with light: https://www.blinds-2go.co.uk/day-and-night-blinds0

If they want them blocking the view all the time the other option is to use film on the window which equally blocks the view but allows most the light in. If it is just the little girl then it may be possible to just do half the window.
The one thing to check with blinds is how well they work at night if you dont have the curtains closed or other window covering. Many things like this work on the basis its brighter outside than inside so the light reflecting off the blind/nets blind the outside viewer but at night with lights on in the room the opposite is true and so they dont always obscure the view (but you cannot see out them at night)2 -

Not too expensive and does the same job - although with the same caveat as noted by DullGreyGuy.
