Wise Parking now threatening court action with BW Legal - 6 months abroad didn't receive the letters

Hi, 

I have been living abroad for 6 months and although I am the registered keeper I was not the driver at the time of the vehicle being parked on the drop off zone outside Queen Elizabeth hospital. My mother had to get the bandages of her broken toe redone and they stayed over the 10 minutes allowance as the person driving at the time was inside the car so thought it would be okay not realizing the car park had cameras. There are photos of the vehicle at the drop off zone that's included within the PCN letter. 

I did not open any letters until I came back from my travels and by then the case had been taken to debt collector and now the case has been escalated to BW legal threatening court action. I tried to appeal to PALS to cancel the ticket but they said the following.. 

"Many thanks for your email. I am really sorry for the delay. I have heard back from wise parking, 'your vehicle was in the drop off area for 22 minutes, the maximum is for 10 minutes. The parking charge notice wasn’t appealed therefore the case was passed to debt recovery.'"

I have not appealed to Wise Parking as it's too late to appeal. I am unsure what to do this in situation.

Reply to PALS and ask why they are ignoring the Equality Act 2010?  Ask to escalate your Formal Complaint to the CEO of the NHS Trust.

Thank you so much for your prompt response. I have read through the link you have provided. In their case they appealed to Wise Parking. Whilst I haven't appealed which makes my case quite different. I was wondering if you advise If I can still appeal despite it being outside of the deadline and getting letters from their debt recovery and now their solicitors.
