Removal of Restriction

I’m buying an ex council house and just before exchange an restriction came to light which we cannot proceed until it’s off. 

The restriction is - RESTRICTION: No disposition of the registered estate by the proprietor of the registered estate or by the proprietor of any registered charge, not being a charge registered before the entry of this restriction, is to be registered without a certificate signed by a conveyancer that the provisions of Schedule 1 of a Deed of Covenant dated 2 March 2011 and made between (1) Homes and Communities Agency and (2) Charnwood Borough Council have been complied with or that they do

not apply to the disposition.

We have approach the council and they have informed the seller that it’s been placed on the property as an error. There solictors have filled on a Rx3 form now Likley are we to get this removed/ time frame. We have had to break our chain due to our buyers pulling out if not. We hold our mortgage rate until October so need it sorted by then. How likely is this, due to this being an error finding it so unfair how unhelpful everyone is being at removing the restriction irs like we are being told it’s expired shouldn’t be there but no one will remove it
