NS & I letter about information never requested

Today my adult son who lives at a different address to us has received a letter to our address saying that they have been unable to trace any investments in his name at the addresse(s) provided.

Son has not contacted them to ask them to search for any investments. He knows he has never had any with them and we never made any on his behalf either.

He has also lived at his current address since Oct 2022 and the letter arrives here? I'm just concerned about who has made this request and why.

I think there are two possible explanations here: 

1. This is a mistake on behalf of NS&I who have somehow responded to someone else using your son's details
2. This is request from a criminal. 

Either way, I think the best thing to do is for him to write back to NS&I and ask them to check whether they have responded to the right person, and if they have, asking them to send him a copy of the request they received (assuming it was emailed to them). If the request was made verbally, he could ask for the date and time of the request and see if this triggers any memories. 

Could this request have been from someone he is dispute with, such as an ex-partner or wife?

Is there nothing in the letter that says what to do if you haven't made this request?

Thanks for replies. The letter says

Dear Mr (surname)

Thank you for your enquiry.

I have completed the search or the NS & I product(s) you requested, but was unable to trace any information in the name of Mr (First name surname) at the address(es) provided.

I am sorry that we have been unable to help you on  this occassion . If you find any further information about the possible investments, please let us know quoting the above reference and we will be happy to search our records again.

There's their ref number an address (ish) just NS&I, town & postcode and a phone number

No ex partners. He met his first girlfriend at Uni, who has always been his housemate, they've been together a few years he lives with her and they're getting married in a few weeks.   I'm stumped as to who would know enough about him to make an enquiry but not enough to know his current address.
