NCP Parking App fined despite being given a receipt and receiving message saying my parking session

I am posting this because I have received a penalty notice for parking in an NCP car park in Chester despite having registered for the NCP App, adding my credit card, receiving a message saying my parking session was open (of which I took a screenshot), having a receipt on the app saying I had paid, my credit card is still on the app - and still well below the credit limit- so there is no reason why I would suspect that payment could not be taken, but it appears that payment was not taken.
I ask you which other business provides a service, gives a receipt when payment has not been taken? To send me a £100 penalty for a £5.90 parking fee which I would happily have paid if I had been contacted saying that they had failed to take payment, but they didn’t, and I did not think to check my credit card. Why would I? I had a receipt. On the day, I also received a message telling me my parking period was coming to an end at 11.28, which I deleted as I was confident that I had paid, and left my parking session - yet apparently I hadn’t.
Any advice on this ridiculous, but expensive situation would be gratefully received. I am ready to pay and to waste £60 because if I don’t pay promptly it will be £100. I feel I need to pay now to save myself £40. What a quick way for NCP to get rich!
Should I pay and put this behind me or might I win my appeal? Many thanks for your help and advice.

Let's have a look at the first letter you've received from NCP (both sides) - redact any personal, car VRM or references that might identify you, but please leave all dates showing.Have you read the NEWBIES FAQ Announcement, first post, yet, because that will guide you in your initial approaches to dealing with this?How has Plan A gone?Please note, we are not a legal advice forum. You have not received a 'penalty' notice.I feel I need to pay now to save myself £40.Why, when no-one here ever pays NCP and all threads about them (scroll down the forum a bit!) show you that they will give up with one email?
Why not just copy the simple appeal shown on the other two NCP threads in page 2 and 3 right now?
It is impossible to lose if NCP has sent their usual non-POFA NTK.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You have not been "fined". Have another read of your PCn and count the number of times the word "fine" appears. You owe me £5 for each instance.
Why are you so panicky about giving in to an ex-clamper, unregulated private parking company who have issued you a speculative invoice for an alleged breach of contract?
No one here advises you to pay a penny because you then become a part of the scam by funding these ex-clamper thugs. They rely on your ignorance of civil law and hope that you will succumb to their threats like the majority of gullible victims.
The £40 bribe discount is there to oil their scamming business as it is so easy to persuade gullible victims that they are "saving" £40 instead of funding their scam with £60. Ignore that and start to concentrate on getting this scam cancelled and avoid paying a penny.
So, even with all the evidence you say you have, you are prepared to cave in? Please don't do that.
Have you read the Newbies/FAQ thread yet? That is your starting point. You must read that thread and keep referring back to it every time you have a question about the process you need to follow if you are prepared to fight this.
Have you tried Plan A yet? Whereabout in Chester was this? Who is the landowner? Have you complained to your MP?
For Plan B, you can use the blue template appeal in the Newbies/FAQ thread. Don't admit to being the driver unless you are positive that the PCN is PoFA compliant.3
