Civil Enforcement PCN

Hi all,
I am not at the stage of requiring help just yet but I am creating this post to keep up to date with the process.
I've had a previous PCN cancelled by following the newbies thread and am going through it again with this one but feel free to chip in with advice or encouragement if you so wish.
For the last 7 months I have been on the cancer pathway before being diagnosed with sarcoidosis instead and so have had many visits to the practice in that time - well over a dozen in fact.
For some reason, this time my car hasn't registered and I have received a PCN.
Initially I e-mailed the practice and cc'd the practice manager to receive a reply stating they couldn't do anything and please don't use the manager e-mail again!
I then visited in person and was told by the practice manager they don't deal with anything to do with the car park, can't cancel the PCN and to appeal to Civil Enforcement instead. I assured her she could and should be dealing with it as I was a genuine patient with a provable appointment who was allowed to be there and it was their responsibility not CE to deal with it. She again refused so I asked for the landowner details, which unsurprisingly is the practice. I have followed up with an e-mail to the landowners (the senior GP's) and currently awaiting a response. I have also e-mailed my MP, local Councillor and contacted the local paper.
I'm happy to take this as far as I can and to not only get the PCN cancelled but also push for the practice to get a better solution to the parking issues.

You should appeal the PCN anyway as near to the deadline as possible using the template in blue text from the sticky Announcement for NEWBIES, but do continue with the complaints.
Appeal to PoPLA as well when the time comes, but only as a last result.
In your complaints to the Health Centre, point out that they are liable for the actions of their sub-contractors, so ask them to supply the details of their legal department and the name(s) of the person(s) from the practice who will be attending court if CEL issue a claim.
