NCP "Pay Later" appears on website for car park but not available in reality - I now have Penalty

Please believe us. We've been doing this for over a decade now, and if you want the best chance, add the relevant template points.
POPLA is not completely independent and nor are their Assessors legally trained. Nor is it fair, nor does it exist mainly to help motorists (it exists to give a veil of legitimacy to its paymasters) and nor does it consider any laws except the POFA (that you can't use because you admitted to driving).

I think this cuts both ways as NCP have not clearly stated that the ANPR cameras at the site were only being used for enforcement.

That one works but you appear to have missed the two obvious templates used in every POPLA case:
- unclear signs (£100 is buried in small print)
- no landowner authority for NCP to litigate

I've checked with Merseyrail and they say NCP own the site.
The signage shouts about the Penalty Fee - the actual tariffs for the site are microscopic in comparison.1 -
It's not a Penalty.
Why do you believe that NCP own the car park? Make NCP prove landowner authority and their standing.

I think you are missing the vital point that is being explained to you. The section you need in the Newbies thread is this one:
SECOND STAGE APPEAL - POPLA OR IAS
POPLA IS OFFERED BY BPA AOS FIRMS
DO NOT APPEAL SAYING WHO WAS DRIVING, NEITHER AT FIRST APPEAL STAGE NOR AT POPLA.

Underneath that there is an example of what a POPLA appeal looks like (clue - not like your draft above).
Underneath the example are links to 10 or more appeal points, each one in lengthy. What you do is cut and paste all the ones that you can use for your case - you have been given a few hints already, into a document that looks like the "example" version.
I hope this makes sense and is clear. You are obsessing about the later payment not available, and it not being communicated, that is a minor point, all the other points are more important.

I get it but I contacted NCP giving all my details when I tried to make my payment.
This was well before the PCN was issued. So the first option is not open to me.
