So should I move my money from Cynergy (3.71%) to Marcus or wait and see if Cynergy opens an issue 62 of it's saving account?

Not the best rate but I keep a few grand in there because convenient, the transfer to my current account is in seconds whenever needed.

Either move your Cynergy now to one of the accounts elsewhere paying at least 4.0% or hold fire for a couple of weeks to see what tomorrow's Base Rate rise brings.

Open a Tandem account and get the 4.1% would be my short term suggestion at the moment (though I suspect all these rates will probably look poor within a few weeks in any case).
