Can anyone suggest any providers that will offer a full refund if cancelled in the initial 14 day cooling off period and will insure an unoccupied property please?

No one will give a full refund if you've already had time on cover.
Unoccupied property insurance is almost exclusively sold through intermediaries and so you are much more likely to have fees to pay too.
What's available will depend on just how unoccupied the property is0
