In Feb 2023 I parked in a carpark owned by cp plus ltd. All the machines were out of order. I checked the board and apart from the machine saying if it is out of order call this number. At the time there was a guy there checking the machines too and he took a photo of the machine and offered to email it me as proof the machines weren't working. At the car park you get the first 45 minutes free. I was there for 1 hour 7 mins and on the 21st Feb I received a parking charge notice for £100 but reduced to £60 if I paid within 14 days. I appealed and forwarded the photo the man had sent me and asked that the charge be removed as none of the machines were working. They denied my appeal and said I had to pay it. I went to the citizens advice bureau and it stated that if the machines were not working I should be able to appeal. I appealed again and now have a parking charge saying legal action pending. The fee now has risen to £170 and no matter which way you try to pay, they have slapped administration charges on top for all forms of payment. So my question is, should I go to court and try to fight this, if so, will I be successful? My reasoning being I didn't have a mobile phone or a creditcard with me, or do I have to pay this to avoid excessive court costs. What's my chance of winning against this company?

I doubt the car park was owned by the parking operator. Usually they just infest the sites owned by someone else.
Plan A is always a complaint from the registered keeper (or hirer/lessee if applicable) and the keeper's MP.
In future, do not contact CAB about parking charge notices. Whilst they are good at some things, they are hopeless when it comes to the unregulated private parking industry.
You cannot take the PPC to court, but they might issue a claim against you. Until that happens, ignore anything and everything from powerless debt collectors.
Where did the alleged event occur? It may have cropped up here before.

The car park was Sts Peters Main, Mansfield, Nottingham.

If I don't pay this fee, how likely am I to end up in court? Does anyone here have experience of being taken to court or their parking fee being sold to debt recovery agents?

Nobody can predict the likelihood of court. Few of the regulars have been to court but many do understand the court process. There is a guide to court and a template defence if needed for most cases.
The debt can't be sold to a powerless debt collector. In any case, debt collectors are completely and utterly powerless. The only thing they can do is send poor quality bog-paper or reasonable quality hamster bedding. For this reason they can safely be ignored.
Do the complaints as advised. Come back here if you get a real Letter Of/Before Claim or a court claim itself.

Not a single person here pays £170 or panics about the daft theatograms. You certainly don't contact DCB or try to pay!
You won't "end up in court" at a hearing because DCBLegal discontinue defended claims.
Have you read other CP Plus and DCBLegal threads? They are all discontinued and it's the easiest thing in the World to defend using our Template Defence.You WANT the court claim. That's when it ends!
