    Given that wall has been built using lightweight blocks and are exposed , I would be tempted to play a waiting game as they will soak up water like a sponge and will soon cause damp problems in his lovely new extension. I bet he will find the money then to fix it!

    I would also be tempted whilst watering the garden with a hose "accidentally" soak the wall whilst doing so......

    Repair and paint the patch to your wall and maybe put up a trellis whilst waiting for him to render it?

    I would use the small claims court as a last resort , diplomacy first to try to keep things amicable
