FPN for Idling of an engine

I have just been issued a £100 FPN by 2 very agressive wardens working on behalf of The London Borough of Hillingdon. I was parked with my engine running (due to it being 24 degrees outside) just opposite the Macdonalds up by Heathrow. A women knocked on my window she was accompanied by another male collegue. She immediately told me that she was issuing me a PCN as my car had been idle with the engine on for longer than 2 minutes. The tickets states that the officer had "reason to belief" that I commited the offence between 11.06 and 11.09. She was vile and pointed out I should have seen the signs stating no idle engines. I got out of my car and the signs were tiny and far away from where I was. I asked her surely she could have just knocked on my window and I would have switched the engine off, plus it was so hot I needed the air condtioning on. Apparently you have a 2 minute grace period of keepine your engine running whilst stationary so to me a £100 fine for going over by one minute is beyond disproportionate. Having done some research I have found out that the officers should have asked me to turn my engine off before they issued me a ticket? Also it appears that there is no room for appeals for any sort of FPN, so how on earth can I dispute this "reason to belief" my engine was indeed running for the said period of 3 minutes, who's to prove it was. Plus I would like to report the aggresive manor in which they spoke to me and issused the PCN. I also noted in research that The London Borough of Hillingdon has issued more PCN's than any other council. I'm sure you will agree this is daylight robbery and a cash cow. Four other drivers also came up to me and said they had been done by the same 2 aggresive wardens, who we saw were just driving around waiting for their next victims. Sorry for waffling on, I suppose my main point is that people have no room for appealing FPN's as opposed to PCN's which to me is dangerous as it leaves the general public open to getting PCN's with no room to appeal.
