I receive PIP on behalf of my son who is about to finish college ( I give him an allowance out of this) he will claim UC until he starts at the Princes Trust in October. Should I charge him board out of his UC payment (this will be more cash than he has ever had, as when he received his Child trust fund he went to invest it then bought a very expensive phone and ate the rest with his friends) or should I not charge him and just use his PIP as board.

If you already get his PIP just keep that as board. He wont need an allowance once he gets his UC

I moved back in with my Dad 25 years ago, he charged me the same rent as the flat I was in.
But charged me nothing for food, calls gas & electric etc.
That was so I could save more money for my House deposit.
When I found a house and needed my deposit my Dad matched it with the rent I had paid him.
I would charge him, More to teach him how money, saving etc work.
Maybe you could save any extra for him as a deposit.
