Neither! Certainly you don't pay these scams.

Going further, I’ll need to refresh my memory, but for now:
You were not the driver. I assume you have received the parking charge notice as the registered keeper.
Chippenham Station is probably covered by bye laws. Therefore outside the PoFA.
The parking charge can only be recovered from the driver. They don’t know who the driver was. Outside PoFA means they can’t transfer liability to the registered keeper.
Do nothing without advice here. Above all do not name your daughter as the driver.
I’m in CM, 6 miles away and have killed three of these to date. Hatherway retail, Chippenham Hospital and student digs in Plymouth. Others may vouch for me as being - suitably ok.
Meanwhile I understand autism & adhd - I have one or two of them at home.

APCOA issue penalty notices at railway car parks, which purport to be issued under the bylaws and (very unusually) time out after just 6 months.
So one option is to ignore the letters and it will fizzle out.
If you want to waste their time and eke it out to the 6 month deadline, appeal on day 28 each time, including to POPLA, copying one from any other APCOA RAILWAY POPLA thread.
Doesn't matter a jot when you lose this at POPLA.

This is incorrect advice.
APCOA are laughable, not an 'issuing authority'!
APCOA are so easy to beat no-one on MSE ever pays them. I recommend you read the NEWBIES thread (and a dozen current threads here) to find out about the scam of the private parking industry.

There is no issuing authority, only an unregulated private parking company, one of many referred to as rogues, scammers, and bloodsuckers by UK MPs across all parties.
APCOA are big softies and to date have never bothered with court. They don't need to because far too ,many people cough up without first doing research.
All APCOA NTKs are not PoFA compliant and incapable of holding a keeper liable. If the car park is a railway asset then the NTK will probably be called a Penalty Notice. As already advised, if the car park belongs to the railway station then it will be covered by railway byelaws which means a vehicle keeper can never be held liable.
As long as the driver's identity is never revealed, this will be a cinch to win. The keeper should appeal using the template in blue text from the sticky Announcement for NEWBIES but with a an added statement that since the NTK was not PoFA compliant, and since the car park is a railway asset (if applicable) then the keeper cannot be held liable so APCOA should cancel now and save themselves money.
If it is rejected, then appeal to PoPLA where it should easily be killed off.
For the avoidance of doubt, DO NOT PAY.
