Draft a letter you would like the RK to send to the claimant. They can pop it on their letterhead.
It can be robust, but keep it nice (it's the company not you replying)
Eg.
By naming the driver of the vehicle above we consider that we have discharged any obligations as keeper. We look forward to receiving your confirmation that this PCN will now be redirected towards the named driver.
