                    I parked in a Health Centre car park - in Northern Ireland - on a Saturday afternoon (3pm) to do some shopping.  The Health Centre is closed at the weekends but the car park remains open 24/7.  I mislaid my car keys but was able to use my partner's key to collect the car at about 9pm that evening. I received automatic PCN a few weeks later from Civil Enforcement, Liverpool for £100 (reduced to £60 if paid within 14 days)  I'm already struggling financially so I checked online that the reduced amount would not be affected by any decision to appeal and decided to appeal the charge and explain what had happened.
 
POPLA denied my appeal. ReluctantIy, I followed the link to pay the fine but to my dismay, the outstanding charge is now listed as £100. I really can't afford this and I have to admit that paying £100 to a Liverpool-based company, on the back of an appeal decision made by a lady in Nottingham, for parking in an empty car park in Northern Ireland makes me very, very frustrated.
Can anyone advise what I should do now?

 My goodness you are in NI as well so you should have COMPLETELY IGNORED IT.

Does no-one know this is NI? I thought it was well known (common knowledge in NI) that you are untouchable.
 Ignore CEL and ALL THE DEBT DEMANDS if the NI Consumer Council can't assist (because you admitted to driving which sadly mucked it up) and wasted your time with POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
