1996 - 1998 Plan 1 Student Loan

My wife has plan 1 student loans with the first in 1996 and the last in 1998.
She doesn't earn enough to repay it and likely never will so it's really a non-issue however, I was expecting it to be written off either this year or next under the 25 year rule but now I'm not sure whether it's going to persist until she's 65, does anybody know?
The debt is with the Student Loans Company rather than Erudio.

Plan 1 loans are written off when you are 65, if you took them out before 2006.

Something doesn't make sense here. Plan 1 loans only started in September 1998 so I would suggest confirming the dates.0
