Currently, I am using E-On for electricity and Octopus for Gas.

Where can I compare the best/cheapest tariff plan?

Unless you are an Economy 7 user, all suppliers have essentially the same standard variable tariffs.
To the best of my knowledge there are no open market fixed rate deals that are cheaper than the standard variable tariff.
If  you want to get actively involved in managing your energy use, Octopus have a range of smart tariffs (including Tracker and Agile) that are currently cheaper than their standard variable tariff but which have the potential to become more expensive.

Don't octopus also say they will always be under the cap?

Customer service is also very important.
