Noisy builders radio

There is a shop backing onto us that has had building work ongoing for weeks. Just of late the builders have been thinking its a rave with commercial radio playing trashy dance music. I phoned the shop to ask them to turn it down. They said yes, the music went very low and now it is back again to full volume after half an hour. I am assuming that the shop doesn't have a PRS licence as they don't play music inside.
What would be the next step ?

Don't need a PRS license if its radio. The radio station pays for it.
Check your local council for how to make noise complaints. But during daytime hours its less likely to be seen as a nuisance.0 -
According to the link I think broadcasting radio does need a PRS licence
