Oh goodness you've cheered me up Plumb. Really made me laugh out loud.
But very true.
I had a dripping overflow I left. It damaged walls and plaster. Fix was £8 by my neighbour who did it after work.
Took me weeks to put the damage right. Lesson learnedI can rise and shine - just not at the same time!

If a defect in your neighbour's property is causing dampness in your home you should contact the council and complain. You may need the Housing or Environmental Health Department. Explain the situation and tell them you require action under the provisions of the Environmental Protection Act 1990. The council has a statutory duty to take action but due to a combination of cuts and the problem recruiting staff, they may not be willing to do so. If this is the case don't give up, insist they act.0

Someone placed a cork in a toilet overflow in a flats complex a few years ago. The owner had ignored the requests by neighbours to get the problem fixed. He went away for a weekend and came back to a small flood. It had the desired effect, the overflow was fixed within days.
Unfortunately if leaking overflows are not fixed, over time it can stain the brickwork quite badly and it looks awful.0 -
Picture would help a lot, we could then advise if there's something simple you could do like place a panel etc. Or if the fix could be done under £50 then you could ask neighbour to fix it for them?
What you don't want is an angry neighbour - especially when you live quite close. Going through councils, water boards reporting, will take a long time and cost you money - calls, emails.0
