RAC is 50% off, do I get this price plus topcashback....so effectively free?

Depends what offers you are seeing and its terms.
Looking now as a non-member they are offering £68 cash back on a £140 premium excluding European options so assuming you aren't buying European cover you are able to get it for just over half price assuming it tracks etc. A long way from being free0 -

I used TopCashback last year for AA membership - had to buy literally everything which ran up well over £200 I think to earn a cashback of about £100 (can’t recall exact figures) Didn’t receive cashback for some months though.Without that cashback I would never have given a second thought to paying that much for membership. Have previously been with Driver Guardian who charge around £85 for full UK and Europe cover and will likely return to them on renewal0

Wouldn't touch the RAC or the AA with their hyper inflated prices and silly discounts.
If you're on topcashback look at other breakdown options - The one I used from there gave me full cover, at home, onwards journey etc etc (excluding europe) after cashback (that paid quickly) for less than £40. And yes - I did have the need to call them out, and they were quick, efficient and friendly. Probably way quicker than either the AA or RAC would have been.0
