Interest charges on cash withdrawals from Turkish banks

I'm off to Turley in around 10 days. I have been told that some Turkish banks are charging up to 8% on cash withdrawals (in Turkish Lira). I use a Halifax "Clarity" card for all my transactions abroad. Can you tell me which banks are making these charges and which are not?
