PayPal dispute

Someone mistakenly sent me money via PayPal then on realising their mistake, claimed it back but they did it by filing a dispute saying item not received. For unknown reasons I have now incurred a dispute fee. I have absolutely nothing to do with the transaction, there was no sale, no communication, the person very obviously made a payment in mistake.
PayPal found in their favour, returned the money, fine. But I have received a fee transaction and a dispute fee, total £13.05. I obviously responded saying ermm what? But case was closed and I can find no way to raise a complaint (links don’t work) and getting nowhere with chat bots and phoning is just a series of bot messages also.
Does anyone know how to actually raise a complaint as I’m getting nowhere.

When the case was originally opened how did you respond? Did the money come through as f and f or g and s ?
