I'd be surprised if there wasn't a support frame available for a Bestway cover. I could design one in small diameter steel tube in a couple of minutes and a welder could make it in an hour. If you cant buy something off the shelf then get an engineering firm to make you one.0

What shape is the pool, FabT? How far below the top edge is the water level? What is the top perimeter made from - how rigid?
Your bubble-wrap attempt gives an idea; any mileage in making up a floating disc (of anything, polystyrene foam block wrapped in polythene, for example) with a pole coming up in the middle. Placed on the water, this might give you the require tent-pole effect for your cover?
(Quite likely you'd need to glue a cap in the middle-underside of the sheet to locate the pole and stop the whole thing sliding. Then the sheet can perhaps have a series of ties around its circumference, going to safe round-topped tent pegs buried up to their hilt close to the pool base)0
