            Say you will report ParkingEye's little game to your MP to raise the issue of cash-cow sites like this and ask a question in Parliament, straight after Summer recess, carefully timed for when the Private Parking Code of Practice Public Consultation is open.
 ParkingEye won't like that being a possibility.

 Anything BPA or IPC in my opinion that runs the traditional PPC system would fall into that category , the whole thing is geared towards making money through the issuing of parking charge noticesThere realy does need to be more of a pushback against landowners who allow these company's to operate. As far as i know the Principal - ie landowner is jointly and severally liable for the actions of its agents , and more needs to be done to make them face up to these liability's particularly in the cases of double dips, and residential cases , or even where the onus is on someone to put some details into a tablet or other such device. If a store manager could be made liable for the actions of their agents ( ie a PPC) over a double dip, or other system flaw and then held liable under GDPR - or if more people fought back against those establishments then the PPC "solution" of no cost so called car park management would soon become a big problem. The only establishments i sympathise with are the small independents, or small local charity/non profit groups such as village halls, local sports teams with a bit of land, local scout and guide clubs etc who end up being conned into accepting a PPC and dont have the legal teams that the big retailers/landowners and management company's have - and even then you can easily spook the committees that run such places if you get wind that a PPC is being looked at to solve a problem that cold be solved in other ways, as most people on these committee groups are scared of being liable for something

            I hope the DLUHC mention the responsibilities of landowners (to control/avoid rogue parking operators) in their draft Impact Assessment.

            if more people fought back against those establishments then the PPC "solution" of no cost so called car park management would soon become a big problem.I've been somewhat delayed in writing as the car involved in the incident has broken down.. and the credit card bill is still awaited.Thanks for all your suggestions though, and I will be pointing out that there is a cost, my contribution to turnover and possibly others after I get to work broadcasting the incident. I will be pointing out my surprise at the company's action of getting in to a relationship with an unregulated, rogue parking operator and suggesting that the CEO has been badly briefed to have taken PE representations in good faith..Most of us use a variety of supermarkets and there is a convenient Aldi which does not require the customer to prove their purchases by a machine which is itself controlled and maintained (or not) by PE.

            I would like to add my dissatisfaction of Lidl and Parking Eye.
 Incident: Lidl in Yate, 12th June 2023, I parked and shopped for 1.5hrs, max Parking is 2hrs.
 Received a parking fine yesterday £45 or £90 if not paid promptly.
 On going to scan my receipt to cover my parking all terminals were unusable, covered with paper and the till staff said to just carry on. So I left, number plate recognition photo was taken.
 I have complained to Lidl, "nothing to do with us contact Parking Eye"
 I rang Parking Eye, "oh yes I see the terminals were out of order on that day you need to appeal" I expressed my severe annoyance gently, at having to appeal for their mistake and said I would do nothing, which she advised me not to do and noted on my account my dissatisfaction.
 I imagine all those parking that day will have had the same fine, I wonder if any of the older people may have panicked and payed, or suffered the nuisance and anger at having to appeal like me.
 Of course I'll have to appeal, no receipt available but can send photo of bank statement!1

 They will cancel it - but you can also complain to the BPA (you have to go through PEye's published complaints procedure first).
 And you should complain to your constituency MP; they are expected to support people against Parking firms because the law is about to change (Government has stepped in).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
