Civil Enforcement Ltd - DCB Legal

Hi All,
I am back with a different matter on which I need advice.
Another one of my family members parked in Costco and received a PCN from Civil Enforcement Ltd. Unfortunately, they claim did not receive nor can they trace the initial letter which would have shown the ANPR images of the overstay, hence they did not appeal at the time. My family member also states they do not believe they overstayed. Since then, the usual threatening letters have been coming from DCB Legal. My family member is certain they have not seen the ANPR images.
This has not yet got to court stage etc. but, I would like advice on how we can try and nip this in the bud before it gets to that stage? I want to somehow request the ANPR images firstly from Civil Enforcement Ltd, and secondly, try and get this cleared before DCB issue a claim form.
I contacted Costco and they said on the phone if my family member went in-store they could cancel it. When they brought in the letter showing it was with DCB Legal, Costco said they were unable to do anything as it was out of their hands as it had gone to a legal team. I am not sure if this is actually true.
Another turn to this story was that another family member has contacted DCB Legal asking for a copy of the ANPR images and also making them aware of the family member in questions health conditions and making them aware they hold a blue badge. Their reply was clearly a template essentially saying that they had the chance to appeal initially and they did not and therefore they are liable for the balance. Not actually answering the points which were in the email to them.
I am at a slight loss here what to do and I would appreciate any help this amazing forum can give!

If a claim is filed by DCBLegal it is easily nipped in the bud by using our template defence, then IGNORING texts & letters begging the victim to settle. DCBLegal will discontinue at WS stage.

Thank you for that. This has not yet had a claim form issued so we are not yet at the defence stage. I am just curious as to whether there is something we could do now to try and prevent DCB Legal issuing a claim to begin with? My family member is very unwell and I think just wants rid of this and the letters.

Landowner complaint. The only early stopper! Attach the Blue Badge and point out this is disability discrimination, a breach of the law, if an 'overstay' is alleged:

NB: that's from 2010 and the DDA is NOT the law to cite any more. Replaced by the Equality Act 2010 which is even better law!
And why not just change the 'address for service of letters' to yours, with the victim (NOT YOU) telling DCBLegal that the defendant is unwell and currently staying with a relative so the old address is not good for service and must be ERASED.
Then you will get the LBC and court claim and can handle it all in their name, if they agree. Nothing goes in your name, to be clear.

What exactly has been received from DCBL? Is it a formal Letter of Claim giving 30 days to respond, along with some other paperwork (which you don't complete), or is it a letter outlining the parking charge, giving a 14-day response time?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Sorry for the delay in coming back to you.
At the moment, it is just their standard letters saying if you do not pay we will take legal action etc. The last one had 'final reminder' or something along those lines on it. It is not a formal Letter of Claim.
I guess we will just have to wait for them to issue the claim and then defend as advised.

Please do us and yourself (and the driving public) a favour and stick around on this forum to ensure you see when the Government publish and open the final Public Consultation (expected in late July).
