Who is responsible for water ingress from external stairs ?

I live in a ground floor 1970's concrete built flat. I own it and it's also freehold. The neighbour upstairs has a concrete external staircase to access his property. ( also freehold). The stairs leak water through into my porch  (which was enclosed after the building was completed, and was originally outside, and those concrete stairs are porous!) The porch actually floods in winter.

 But aside from that, the staircase is actually built into the cavity wall, so any rain water leaks into the cavity, I've had to replace a large amount of plaster as it was falling off of the lower part of the wall because of the damp. I've lived here over 4 years and have asked the neighbour to do something about it. He's talked about having a roof put over the stairs for over 4 years.. It's not affecting him, so he's in no hurry, but it's affecting me!! What can I do ?
Last time I spoke to him about it he said he would do it if I paid half ! Surely it is his responsibility to maintain his own property?

    Which country is this in as laws are different in Scotland to England and Wales.

    Do you own:
    1) a freehold flat or
    2) a leasehold and share of freehold.

    If a previous owner of your property decided to use the neighbour's steps as the roof/ceiling of the new front porch, why is it now the neighbours problem when that turns that steps aren't watertight?

    Painting sealant on the steps may be a lot cheaper than sticking a roof on.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    Its usually in the title deeds as to whether its shared responsibility or not

    Roofs are usually always shared but the staircase may or may not be.

    You need to either look at the title deeds or get someone to do it for you.

    If the staircase isn't mentioned in your deeds then it would be the neighbours problem..
