Mineral Rights in Scotland and Standard Scottish Clauses

Hi again - clause 15 in SCC is also deleted. This is the one that talks about mineral rights. I've asked the solicitor twice as to who owns them and the response is - the title deeds have been checked and there are no mineral rights so no reason to reinstate 15.
Is that the norm?0
