    I’d frost the window or add a net, then probably get a freestanding hat/coat stand to go in front of the window. 
    Then put a fairly slim simple
    open shoe bench in front of the plus then you can still reach them/air circulate 

    Or frost window then place a single 40x60 pax wardrobe there as a tall shoe rack, with mirrored front. 
    And add coat hooks under the consumer unit

    what does the rest of the hall look like? Ie where are the doors? Is there under stairs storage?

    How on earth do builders get away with leaving the CU there?

    And leaving the door hung the wrong way around?

    What's under the stairs?

    What other gems of laziness are hidden away?

    Anything (more) which sticks out on the CU wall will be in danger of being walked into when someone comes down stairs fast - though I might be tempted by a very shallow box to protect what is there!
    I would look at something freestanding in front of the window - or what is the rest of that side of the hall like and the pedestrian flow patterns?

    I think i would just box it in, And by that i mean Floor to ceiling with skirting, With a hidden door for the CU and Sockets. Would a wi-fi router/ switch also need to be there, Has the house got cat5 for wifi access points, Or would you need to use power line plugs.

    High and low coat hooks could go direct onto the box / fake wall.

    I guess it'll be hard to plan until you have the dimensions, but unless you move the room stat, then the unit should be slim enough (width) to not restrict the stairs.

    I like folk's idea of using the glass panel area too. Matching units, with the deeper shoe unit in front of the glass (or even a full height unit, but open backed so light still passes through) and just the coat stand on the wall. I doubt I'd bother boxing in the CU since to hide it would just take a designer coat 'fixture'. "No! I don't care if it's peeing down, leave that coat alone."

    Most certainly. A decent size batten to go across under the CU, and diligent use of a cable detector before making any holes. Make a pilot hole with a thin pointy (insulated) screwdriver, and should you hit conduit. it should stop the screwdriver before any damage. That said, if this property is constructed with SIPs, find the studs and fix to them.

    Nicki_Sue - Ask the builders what type of construction they have used. If it is with SIPs, they should be able to give you some idea where the studs are. They might even be able to clue you in on where the cables are buried in the wall.
    In my new-ish house my cable detector was as much use as a chocolate teapot.  An electrician friend said it's because the cables are in the cavity of the plasterboard and the detector just isn't able to pick them up properly.  On the plus side, you can literally drill through the plasterboard very slowly with a hand drill to ensure you don't hit anything (I like your idea of using a thin screwdriver to create a pilot hole first and check there's nothing behind).

    Unrelated to the OP's wall, but something I did find out is that ironically the plastic plumbing pipes do show up nicely using the cable detector - I am guessing they are lagged with something metalic to make them detectable.
