OP would have to check his rental agreement lease or deeds - but as a general rule - suspect even that would be frought with problems.
The Eon HEAT FAQ says cannot switch supplier - for the communal heat component - it doesn't say about alternative heating etc - but even if used nothing from HIU - it doesn't get rid of the big £1.46 SC problem.
You could probably start using less from HIU in some way - in favor of alternatives - but if in an all electric flat the 13.6p trumps the SVT 31p come July (32.8p now).
And that ignores the purchase and install costs for alternatives.
The OP has already checked with EOn and moved onto vn 4 of their tariff - thats 5p/kWh unit cheaper - and only 4p more on SC. So suspect that's his rate for next year (the FAQ says reviewed in Apr iirc)
