My understand of it is an offence is committed if the commercial practice is engaged in knowingly or recklessly contravening the requirements of professional diligence under the Consumer Protection regs and distorts the economic behaviour of the average consumer.
The bar is probably high for the likes of Trading Standards to get involved and seek prosecution but likely lower for the consumer to seek redress as laid out in the Act.
Of course over £10 there's little to be done legally but it is very poor customer service from the shop.In the game of chess you can never let your adversary see your pieces1
