CHild DLA in England and transfer to CDP in Scotland

Hi,
Me and my 7 year old son moved from England to Scotland a year ago, we lived in Scotland for a year and have now returned to England. My son was receiving DLA when we lived in England, then it was transferred over to CDP in Scotland. I dont remember filling in any forms.
Why then, does the DLA require people to fill in their 23 page form again simply because we've moved back to England?
The only circumstantial change is the move of address. Why does the claimant have to fill in the form again and submit evidence simply because theyve moved home?

My only thoughts here is because CDP is a Scottish benefit only. Now you're living back in England it no longer applies. When your son transferred from DLA to CDP the claim would have just automatically transferred across without the need for any forms, it's just the rules in Scotland.

Children with a DLA claim are automatically transfered to CDP. That is a Scottish Government decision as a devolved matter.
presumably UK Government has not made the same arrangement.0 -
CDP will run on for a maximum of 13 weeks after the move, during this time a brand new DLA claim needs done.1
