LPA reduced fee

My wife get £10.5k NHS pension as her only income apart from a small amount <£200 of interest from savings. However, she invests in a SIPP (£2880) and has some ISAs. Would she still be eligible for the reduced LPA of £42 as her income (before tax) is less than £12k
