EBay Customer service roundabout and unable to pay sellers fees - account suspended

Good afternoon 

I sold a car via eBay back in April. The payer paid cash as is common for that type of sale. I owe eBay £39.99 but I don’t have any balance on my account.
Due to eBay changing their payment system, I was unable to change my payment method as they instructed me to. 
I have done online chat, phone calls and emails and they keep sending me back to the original help page.
They have now suspended my account so I cannot log in to pay the debt. I asked if I could do a bank transfer but have had no response.
I really need help with this as they are now threatening me with a collection agency. 
I have been a good member of eBay with 100% feedback and I don’t want to ruin this along with wanting to pay my debt.
I know it’s not a lot of money but it really is causing me a lot of distress. Especially the fact that no one can grasp what I am telling them.
I don’t know what to do next as emails are donotreply.

What issues are you having with setting up your bank details? There had been issues previously but I thought they were all sorted now .

I had an old buying account that I didn't switch over quickly enough and as recently as 6 months ago I was able to still pay by card if I clicked through the options to pay.
