Problems Getting Landlords Metered Supply

I live in a property with 4 flats. The lighting and entry system are powered from the individual supplies from 2 of the flats. We need to get these items rewired to a landlords meter (we all share the freehold) so the cost is shared. UK Power Networks say the supply is OK to accommodate this.

However, it is proving impossible to get any supplier to provide the metering. OVO and Octopus just refuse. British Gas don’t reply. EDF lost interest but have not said no yet.

Any suggestions?

    What entity would be responsible for paying the bills as the Landlord? ... do you have a management company for example?

    DNO creates new service head - freeholder's electrician modifies internal wiring - supplier installs meter between the two.

    Would communal supply require a commercial (not domestic) supplier?

    Nether the DNO nor the supplier will modify equipment or wiring that isn't theirs.

    Have you considered getting meters fitted to the two existing supplies? 

    This style of meter could be fitted in the consumer units of the flats where the communal supplies are currently drawn from: Rolec 45A 230V MID B Modular Single Phase Electronic Meter (ACEU0200) | CEF

    If the flat owners are prepared to provide regular meter readings, the cost of the electricty used (at whatever rate they pay) can be refunded to them from the management company.  This might be a cheaper solution overall, as it allows the communal areas to be provided with power on retail rather than business tarrifs.
